广东省城乡物流一体化配送示范项目宣传与培训内容包括：负责实施广东省城乡物流一体化配送示范项目宣传与培训工作，具体包括开展不少于3次的示范项目宣传活动和不少于3次的城乡物流配送从业人员和货主培训活动（具体见附件：工作任务大纲）。
采购代理北京中交建设工程咨询有限公司受广东省交通运输厅绿色货运项目办公室委托，现邀请合格的咨询顾问表达其对提供服务的兴趣。有兴趣的咨询顾问应提供相关信息，证明其具有与本咨询任务有关的最优资格和相关经验。需要具备以下的条件：具有组织实施交通物流领域宣传服务或培训服务经验。
有兴趣的咨询顾问必须提供有关材料以证明其有能力完成此咨询服务，材料包括但不限于（按顺序装订成册，一式2份）：
1）单位注册资料（国内咨询顾问须提供企业法人营业执照或事业单位法人证书或其他社会组织证书等相关注册材料；国外咨询顾问提供相似材料）；
2）具有组织实施交通物流领域宣传服务或培训服务经验等类似业绩的相关证明材料；
3）企业简介及其他资历证明资料（例如核心业务和业务年限，公司的技术和管理能力等）。
有兴趣的咨询顾问应当注意《世界银行投资项目贷款（IPF）借款人采购规则》(2016年7月制定，2017年11月和2018年8月修订版)的第三章中关于“利益冲突”的规定。
咨询顾问可以与其他公司联合以提高他们的资格，但应明确指出该联合组织是联合体形式或者是分包顾问形式。如果选择了联合体形式，则所有合伙人应对整个合同承担连带责任。
咨询顾问将根据采购规则中规定的基于咨询顾问资格的选择（CQS）被选出。为便于选择，有意向的咨询顾问应尽可能提供详尽的资格及经验等证明材料。

Assignment Title: Dissemination and Training Contract of GEF-6 Guangdong Urban-Rural Logistics Integrated Distribution Demonstration Project

The People’s Republic of China has received financing from the World Bank toward the cost of the China: GEF Efficient and Green Freight Transport Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include being responsible for the implementation of the dissemination and training of Guangdong Urban-Rural Logistics Integrated Distribution, including no less than three dissemination activities of the demonstration Project and no less than three training activities for urban and rural logistics distribution practitioners and shippers (See more details in the Terms of Reference).
The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.
Beijing ZhongJiao Construction Engineering Consulting Co. LTD, entrusted by the Department of Transport of Guangdong Province, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are having experience in organizing and implementing dissemination services or training services in the field of transportation and logistics. Key Experts will not be evaluated at the shortlisting stage.
Interested consultants must provide materials to demonstrate their ability to perform the consulting services, including but not limited to (2 copies in duplicate bound in the following order) :
1) Company registration information (Domestic consultants shall provide relevant registration materials such as business license of enterprise legal person or legal person certificate of public institution or certificate of other social organization; Foreign consultants shall provide similar materials);
2) Supporting documents for similar performance and experience in organizing and implementing dissemination services or training services in the field of transportation and logistics;
3) Company profile and other qualification documents (e.g., core business and years of operation, technical and managerial capabilities of the company, etc.).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the CQS method set out in the Procurement Regulations. To facilitate the selection, interested consultants should provide as much proof of qualifications and experience as possible.
