广东省城乡物流一体化配送公共模块功能设计与开发服务内容包括：负责广东省城乡物流一体化配送公共模块的功能设计、开发与运行维护，具体包括广东省城乡物流一体化配送公共模块的需求分析、功能设计、模块开发、模块试运行、模块运行功能维护工作（具体见附件：工作任务大纲）。
采购代理北京中交建设工程咨询有限公司受广东省交通运输厅委托，现邀请合格的咨询顾问表达其对提供服务的兴趣。有兴趣的咨询顾问应提供相关信息，证明其具有与本咨询任务有关的经验和管理与组织能力，能够胜任这项服务。需要具有仓储管理系统、运输管理系统、订单管理系统等物流软件或电商供应链系统功能设计与开发经验。
有兴趣的咨询顾问必须提供有关材料以证明其有能力完成此咨询服务，材料包括但不限于（按顺序装订成册，一式2份）：
1）单位注册资料（国内咨询顾问须提供企业法人营业执照或事业单位法人证书或其他社会组织证书等相关注册材料；国外咨询顾问提供相似材料）；
2）类似业绩的合同等证明材料；
3）企业简介及其他资历证明资料（例如核心业务和业务年限，公司的技术和管理能力等）。
有兴趣的咨询顾问应当注意《世界银行投资项目贷款（IPF）借款人采购规则》(2016年7月制定，2017年11月和2018年8月修订版)的第三章中关于“利益冲突”的规定。
咨询顾问可以与其他公司联合以提高他们的资格，但应明确指出该联合组织是联合体形式或者是分包顾问形式。如果选择了联合体形式，则所有合伙人应对整个合同承担连带责任。
咨询顾问将根据采购规则中规定的基于质量和费用的选择（QCBS）被选出。

Assignment Title: Public Module Function Design and Development Service Contract of GEF-6 Guangdong Urban-Rural Logistics Integrated Distribution Demonstration Project

The People’s Republic of China has received financing from the World Bank toward the cost of the China: GEF Efficient and Green Freight Transport Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include being responsible for the functional design, development and operation maintenance of the public module of Guangdong Urban-Rural Logistics Integrated Distribution, including demand analysis, function design, module development, module trial operation and module operational function maintenance of the public module. (See more details in the Terms of Reference).
The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.
Beijing ZhongJiao Construction Engineering Consulting Co. LTD, entrusted by the Department of Transport of Guangdong Province, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are having experience in the function design and development of logistics software or e-commerce supply chain system such as warehouse management system, transportation management system and order management system. Key Experts will not be evaluated at the shortlisting stage.
Interested consultants must provide materials to demonstrate their ability to perform the consulting services, including but not limited to (2 copies in duplicate bound in the following order):
1) Company registration information (Domestic consultants shall provide relevant registration materials such as business license of enterprise legal person or legal person certificate of public institution or certificate of other social organization; Foreign consultants shall provide similar materials);
2) Supporting documents such as contracts of similar performance;
3) Company profile and other qualification documents (e.g., core business and years of operation, technical and managerial capabilities of the company, etc.).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
